Overview
Naman, Howell, Smith & Lee represents clients in matters involving
water law on a regular basis. In addition to serving utilities, water
supply companies, municipalities and other suppliers, the firm represents
landowners and other stakeholders in contract negotiations, regulatory
permitting matters before the Texas Commission on Environmental Quality
and groundwater conservation districts.
The firm has significant experience with permitting matters, and particularly
issues of standing and “affected person” status. The firm
also has experience in matters related to water rates, whether they be
retail or wholesale, along with administrative appeals related thereto.
In fact, the firm has handled the only wholesale water rate appeal to
be decided by the TCEQ, earning a complete victory for the client.
With respect to both surface water and groundwater, along with regulatory
oversight and public financing of infrastructure improvements and water
development projects, the firm is uniquely situated to serve the needs
of any client, large or small, in matters involving water law. Discover
