Rachel Heckelman is an associate in the administrative law and corporate law sections of Naman Howell’s Austin office. Rachel focuses her practice primarily on matters involving energy regulation and public utilities law, including matters before the Public Utility Commission of Texas, the State Office of Administrative Hearings, and the Federal Energy Regulatory Commission. She also has broad experience in the areas of public finance, corporate, and real estate transactions.
During law school, Rachel served on the editorial board of the Texas International Law Journal and spent a semester abroad to focus on international regulation of businesses in the energy and technology sectors. Before law school, she worked for several years in immigration law, assisting primarily with employment-based immigration matters in the oil and gas, engineering, telecommunications, and healthcare industries.
