Profile
Phil is an accomplished litigator and member attorney at Naman Howell. He has led complex litigation and appeals across the country in the areas of voting rights, elections, redistricting, and cases involving the First and Fourteenth Amendment. Phil is admitted to practice and has appeared in matters in various federal district courts, U.S. courts of appeals, and the Supreme Court of the United States.
Before his career as a litigator, Phil was honored to serve as Associate Counsel for President Trump's 58th Presidential Inaugural Committee. Prior to his legal career, Phil worked in local government for the City of Austin Texas.
Phil received his masters degree in Community and Regional Planning from the University of Texas at Austin and his law degree from Baylor Law School.
