Phil Gordon is a member attorney at Naman Howell. He supports clients in navigating the complex legal and regulatory frameworks that pervade the land development process. From pre-development disputes to post-completion matters, Phil provides comprehensive representation at every stage. His trial and appellate experience combines both effective litigation approaches and strategic dispute resolution techniques to advance his clients' interests.
Phil understands the complex legal landscape that development projects must navigate. This includes environmental law (environmental impact assessments, permitting, and compliance), real estate law (acquisitions, title issues, and transactions), land use and zoning regulations, construction law (contract formation, dispute resolution, and defect claims), water rights, and municipal law.
Phil clerked for the Texas Commission on Environmental Quality in the General Counsel's office during law school, working directly with the General Counsel and commissioners on rulemaking procedures, enforcement actions, and statutory interpretations of regulations affecting development projects.
Phil has worked directly with local governments in both Austin and the District of Columbia navigating municipal regulations and zoning processes for largescale projects.
In addition, Phil has developed significant experience in constitutional law, First Amendment issues, election law, and redistricting, appearing before various federal district courts, U.S. courts of appeals, and the Supreme Court of the United States.
Phil holds his master's degree in Community and Regional Planning from the University of Texas at Austin, and his law degree from Baylor Law School, where he earned a concentration in Real Estate and Natural Resources.
